Item Institutional capacities and performance of water utilities in Hermosillo, Sonora, and Mexicali, Baja California(El Colegio de Sonora, 2017-01-01) Loera Burnes, Edmundo; Salazar Adams, Alejandro; LOERA BURNES, EDMUNDO; 46699; SALAZAR ADAMS, JESUS ALEJANDRO; 40399The institutional capacity approach is used to analyze the political factors affecting the allocation of resources (legal, organizational and human) for two water utilities in the north of Mexico (Comisión Estatal de Servicios Públicos de Mexicali and Agua de Hermosillo). The influence of these political external factors on the output performance of these utilities is examined. Both utilities have low ic levels in human resource management; however, cespm has higher institutional capacity in all other aspects, which leads to better planning and therefore to better performance indicators.Item Reconfiguration of a Hydrosocial Territory after the Construction of the El Cajón Dam, in Nayarit(El Colegio de Sonora, 2019-10-16) Pelayo Pérez, Mariana Betzabeth; Gasca Zamora, José; PELAYO PEREZ, MARIANA BETZABETH; 372277; Gasca Zamora, José;*CA1235855The purpose of this paper is to analyze how the construction of the El Cajón dam, located on the Santiago River, in Nayarit, generated physical-environmental changes that modified the ways of life and livelihoods of a community. The study is based on documentary research, collection of direct information in the field through the ethnographic method, and analysis of qualitative variables. Evidence of the socio-environmental changes, tensions and conflicts experienced by the actors of the adjacent and external communities after the construction of major infrastructure projects is provided. The research is relevant because the hydrosocial territories approach used allowed to understand the reconfiguration of the water territory, and revealed productive changes and conflicts that arose after an exacerbated competition for commercial fishing resources. It follows that it is necessary to reformulate the compulsive government interventions that unleash this type of processes, which include the previous assessments and the mechanisms of restitution and social compensation.
